Back in the early 2000's, when 16 of 17 members of the Intelligence Community agreed that Saddam was attempting to develop nuclear weapons, there was a lone dissenter. That dissenter, the U.S. Department of State's Bureau of Intelligence and Research (INR) also happened to be right. Had President Bush heeded INR's advice, we wouldn't have entered the Iraq War part deux.
INR is tiny compared to its sister agencies, but they continually punch above their weight.
